Amendment VC226 – Seeks to support emergency recovery, telecommunications, solar energy systems and community care accommodation.
Clause 52.07 is renamed Emergency Recovery (previously bushfire recovery) to extend to other areas such as flooding and improve its operation. It enables municipalities to make land available for temporary accommodation in safe locations. The definition of ‘emergency’ is expanded to include bushfire, earthquake, flood, wind-storm, or other natural event.
Telecommunications – various clauses to update terminology, create permit exemptions for telecom facilities, for land use and building and works. Update the definition of a telecommunication tower
Clause 16.01-4S Community Care Accommodation provides policy support for establishment of care accommodation including exemptions for care providers under the NDIS (Clause 52.22)
Solar energy systems –various clauses. Includes new policy for renewable energy generation and storage. Permits only required for visible solar systems where controls are specified applying to a heritage place. Introduces decision guidelines for solar under the Heritage Overlay. Exemptions can be provided from permit requirements for visible solar systems (Clause 43.01)
Facilitates infrastructure for a container deposit scheme (CDS) consistent with policy for recycling.

Clause 52.13 Automated collections points exemption from permit for use and development. It also changes a number of zones to make an Automated Collection point a permit not required use.

Changes Clause 52.07 (Emergency Recovery) to include an exemption from any permit requirement, conditions, or planning scheme provision that limits the operating hours for an extractive industry for a limited period of time after an emergency event.
